Fix "team" name in ownership tables from PET to Application Delivery#70

The ownership is usually shared between two teams in the Application Delivery Section - Platform Engineering Team and Service Reliability Team. The other "team" owners in the tables are placeholders for the sections (Development and Production) so this patch changes the owner from Platform Engineering to Application Delivery.
